Skins' Rarity

Changed how skins' rarity is calculated, you may see some of those changes right now
- It is now safe to get level 120 in vote levels
- Overall, there should be more skins assigned per rarity (instead of most of them being "epic" for example). This is still a WIP we're working the kinks out on.
